Lecture: Chief Petty Officer History and Uniforms

As part of the United States Navy Memorial’s “Year of the Chief”, historian and author Master Chief James Leuci will present a talk on Chief Petty Officer history and uniforms.
The presentation will cover the history of Chief Petty Officers from 1893 through 1980 and changes to uniform regulations in that time, particularly from the World War II era through 1970. ITCM Leuci will also discuss the myths and truths about the famous khaki uniforms and brown shoes, along with information about the uniforms worn by Officer Chief Stewards and Cooks after 1942.
An exhibit of Chief Petty Officers uniforms will also be on display.
James L. Leuci, ITCM, USN
Master Chief Leuci enlisted in the Navy in 1974 and served on active duty for eight years as an information technology specialist. After transferring to the Naval Reserve in 1982 as a Radioman First Class, he served twenty years in Naval Inshore Undersea Warfare (IUW)/Naval Coastal Warfare (NCW) commands. Leuci was promoted to Chief Petty Officer in 1988 and Master Chief Petty Officer in 2000. He was selected as Command Master Chief for COMNCWGRU TWO in October 2000. Recalled to active duty in October 2001, he served for the next three years as the Command Master Chief.
Released from active duty again in 2004, he was assigned to a reserve unit at the Naval History and Heritage Command at the Washington Navy Yard. Since then, he has worked as a naval historian providing support to the fleet. He has authored several articles on CPO history and heritage and has also created over sixty Block 39 historical graphics posters for the MCPON that have been distributed throughout the Navy.
Master Chief Leuci is a 2002 graduate of the U.S. Navy Senior Enlisted Academy Non-Resident Course Class 01. He was selected as a Navy Reserve Command Master Chief NEC 9580 in June 2003. He is also a graduate of Christopher Newport University with a Bachelor of Science degree in computer engineering. Leuci is a computer engineer at NASA Langley Research Center in Hampton, VA specializing in Data Acquisition Systems hardware and software integration.
